Outlook: Can't connect to POBOX SMTP

Description:
Outlook 2003 users may not be able to connect to SMTP.POBOX.UPENN.EDU or any other SMTP server where SSL is required and the server is configured for Transport Layer Security (TLS). Connecting for inbound mail using POP or IMAP is unaffected by this bug.
This problem seems to appear most frequently when connecting from public Internet access points like Internet cafes, hotels, etc where some form of network address translation (NAT) is in use.
Solution:
Microsoft has identified this as a bug and included a fix as part of a post Office SP1 HotFix rollup product described in the following document:

The fix file is expected to be included in Office service pack 2. Until Office SP2 is available, LSPs must contact Microsoft by telephone to get it. Explain up front that you're calling for a specific microsoft HotFix and you should not be charged for the call.
